Lower unrest with Gossip
Give them a distraction, something to talk about besides their discomfort.
Tall tales
You are thoroughly interrogated. "Ooh, really? And they do that in London? Well, I'll be—" The man is abruptly hushed. "Not in front of the orphans!"
Lower unrest with tea
Tea soothes. Tea comforts.
A panacea
An elderly gentleman volunteers to put a pot on. Nearby workers produce mugs.
As the kettle comes to the boil, they gripe and complain with increasing vehemence. But then the kettle lets off steam, and so do they. They sip their tea, and their grievances simmer down to a very British level of percolating dissatisfaction.
Lower unrest with patriotic literature
London produces a torrent of Ministry-sponsored pamphlets with titles like 'THE VIRTUES OF LABOUR,' 'THE SUN SHINES ON HARD WORKERS,' and 'TOIL FOR YOUR EMPRESS AS SHE TOILS FOR THEE.'
The opiate of the masses
Perhaps the literature has stoked the fires of patriotism, and inspired them to dutiful work. Perhaps it is so turgid that they have been reduced to a soporific obedience. The effect is the same.

| |||||
Reduce unrest by feeding a superstition
The notion has begun to circulate that management will accept souls as part-payment towards the discharge of one's debts.
All that glisters
You distribute a brace of souls among the populace. Acquiring them, trading them, and protecting them becomes a vigorous fad, and effective distraction.

| |||||
Reduce unrest by offering a Caged Catch for the bear-baiting
They hardly ever use bears any more, of course. They are hard to come by, up here. But the sky offers no end of other horrors that can be coaxed into killing each other for the general amusement.
Bloodletting
The fights take place in a pit sunk into the floor of an abandoned factory. The building is packed with roaring workers. The combatants hiss, coil, lash, spit, maul. The crowd is enthralled.
Bet on the matches
Your offering appears suitably savage. It may do well.
Your Caged Catch acquits itself well, and by the end of the night you have accumulated a small profit. Your combatant is in no state to be returned to you. It is unceremoniously butchered, as the audience makes their way home.

| |||
Do not participate
This is barbarism.
You leave the reeking, thundering factory and make your way through the cold streets. A roar from behind you. The melee has begun.
| |||||||
Reduce unrest by telling horrific and educational stories
Can you convince your audience that there are worse places than this?
No greener grass
Your stories are suitably distressing, and your audience agrees that the sky is very terrible. Perhaps everywhere is either drudgery or horror, and there are no sanctuaries to be found.

Advanced alteration value probably needs examination.

Return to the Brabazon Backstreets
Brabazon is at peace – there is no disgruntlement to be soothed.
